RE: Officer-Involved Shooting in South Sioux City on May 11, 2019
Nebraska law requires that when an individual dies in law enforcement custody, a grand jury must determine what happened and whether law enforcement acted appropriately; however, the community has an interest in knowing about the preliminary investigation into the officer-involved shooting, which occurred this past Saturday morning. Investigators have determined the following:
On May 11, 2019, South Sioux City Police Officer Brian Van Berkum was on duty and was contacted by a witness who advised that a male subject was in possession of a gun inside of a bar located at 1313 Dakota Ave. in South Sioux City. At 2 :08 a.m., Officer Van Berkum radioed dispatch and requested additional officers to assist him with looking for a subject with a gun.
Officer Van Berkum found a male, later identified as Luis A. Quinones Rosa, matching the witness’s description of the armed male subject. He confronted Rosa, who displayed a gun and opened fire. Rosa shot Officer Van Berkum twice – once in the leg and once in the abdomen. Officer Van Berkum returned fire, striking Rosa once in the leg, completely severing his femoral artery. Additional officers responded to the area and attempted to locate Rosa. Rosa was found unresponsive inside a nearby automobile with a .357 Magnum handgun in his possession. The officers immediately rendered aid and Rosa was taken to the hospital, where he later died from extensive blood loss.

La ley de Nebraska requiere que cuando una persona muere bajo custodia policial, un gran jurado debe determinar qué sucedió y si la policía actuó de manera apropiada; sin embargo, la comunidad tiene interés en saber acerca de la investigación preliminar sobre el tiroteo del oficial involucrado, que ocurrió el sábado pasado por la mañana. El 11 de mayo de 2019, el oficial de policía de South Sioux City Brian Van Berkum estaba de guardia y fue contactado por un testigo que informó que un sujeto hombre estaba en posesión de un arma dentro de un bar ubicado en 1313 Dakota Ave. en South Sioux City. A las 2: 8 a.m., el oficial Van Berkum envió un mensaje por radio y solicitó a otros oficiales que lo ayudaran a buscar un sujeto con un arma.
El oficial Van Berkum encontró a un hombre, luego identificado como Luis A. Quiñones Rosa, coincidiendo con la descripción del testigo del sujeto masculino armado.
